The issue with Google Maps Platform Places API has been resolved for all affected users as of Wednesday, 2021-01-20 16:19 US/Pacific.

Summary of the root cause: the main root cause was a bad rollout for one of the backend services used by Places Details endpoint. Once identified, the bad rollout was stopped and errors decreased back to normal levels.
