Our Engineering Team believes they have identified the root cause of the errors and is working to mitigate. As of now, this affects customers without an organization, trying to create projects through the Enablement API. Customers without an organization will still be able to create projects using Google Cloud Console and can enable APIs after creating the project successfully. As an additional workaround, affected customers may use gcloud or the Service Usage API.
