Description: Our engineering team has determined that further investigation is required to mitigate the issue.

Diagnosis: Slow or stuck operations for zonal PD-Standard devices in us-west1-b.

Workaround: Use disks in a zone other than us-west1-b. Use another SKU of PD disks.
