Cloud Functions deployments in a new region failing globally

Incident began at 2020-02-09 10:00 and ended at 2020-02-09 15:32 (all times are US/Pacific).

The issue with Google Cloud Functions deployed in a new region for the first time has been resolved for all affected users as of Sunday, 2020-02-09 15:31 US/Pacific.

Description: We believe the issue with Google Cloud Functions is partially resolved.

We will provide an update by Sunday, 2020-02-09 17:00 US/Pacific with current details.

Diagnosis: Customers which are deploying Cloud Functions for the first time in a new region could see their deployment fail.

Description: Mitigation work is currently underway by our engineering team.

Description: We are experiencing an issue with Google Cloud Functions as of Sunday, 2020-02-09 10:00 US/Pacific. Customers deploying GCF for the first time in a region is failing globally.

Symptoms: The issue affects first time deployments of Cloud Functions in a new region. Specific methods from google.cloud.functions.v1 which can be possibly affected are CreateFunctionRequest, UpdateFunctionRequest and GenerateUploadUrlRequest.

Our engineering team continues to investigate the issue.

We will provide an update by Sunday, 2020-02-09 13:00 US/Pacific with current details.
