Creation of new Cloud Functions is failing in europe-west1 and europe-west2

Description: We are experiencing an issue with Cloud Functions beginning at Thursday, 2019-12-19 10:00 PST US/Pacific.

Symptoms: Failure to deploy new Cloud Functions in europe-west1 and europe-west2 Self-diagnosis: Creation of new function will fail in europe-west1 and europe-west2 Workaround: None at this time
