We've received a report of issues with Cloud Memorystore

Our engineers have determined that Cloud Memorystore was impacted by the same underlying issue as the Google Compute Engine (GCE) incident. The start & end times have been updated in this incident to reflect the approximate impact period. The Cloud Memorystore issue is believed to be affecting less than 1% of projects and our Engineering Team is working on it.
