Summary: Job operations failing with oauth token error

Description: Mitigation work is currently underway by our engineering team.

The mitigation is expected to complete by Wednesday, 2023-08-09 05:00 US/Pacific.

We will provide more information by Wednesday, 2023-08-09 05:30 US/Pacific.

Diagnosis: Users will see BigQuery job APIs failing as HTTP 400 (invalid argument) with the following error: OAuth token was passed in the query parameter. Please send it in Authorization header instead

Workaround: None at this time.
