The issue with the Cloud IAM API has been resolved for all affected users as of Monday, 2017-10-09 15:07 US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to help prevent or minimize future recurrence.

We are investigating an issue with the Cloud Identity & Access Management API. We will provide more information by 15:15 US/Pacific.
