The issue affecting changes to Cloud Load Balancers has been resolved for all affected users as of Wednesday, 2021-05-12 19:08 US/Pacific.
However, some affected products may still see impact until approximately 19:25 US/Pacific.

Summary: Deplyoing or updating Cloud Load Balancers may be slow globally
Description: We are experiencing an issue affecting Cloud Load Balancing beginning at Wednesday, 2021-05-12 16:40 US/Pacific.
Starting from 16:40 US/Pacific time, users attempting to update or deploy Cloud Load Balancers may experience delays or failures.
Products also utilising Cloud Load balancers may also be impacted.
As of 17:30 US/Pacific time, a mitigation has been put in place, however some users may continue to expirence delays, a full mitigation for impacted users is underway by our engineering team.
We will provide an update by Wednesday, 2021-05-12 22:00 US/Pacific with current details.
